Yeah, many of the creatures that are living that he controls have given themselves to him, making themselves lose their will. For the most part, he can’t just grab anyone he wants(or I’d imagine him pouring all his strength towards getting someone like Tirion). and for those, he can only control them in death.

because once she was killed the Lich king took her soul but because he lost some of his powers many souls fell out of his grasp. That’s why he didn’t gain control of her again because you can’t just all of a sudden pull the souls back once lost.
