WoW is an extension …
WoW is an extension of the Warcraft series. The creators simply decided to take the franchise from an RTS style game to an MMO. And in my opinion the transition worked well. But who knows, they may still surprise us with a warcraft 4 that takes place after the events in WoW or even just repeat the events but in an RTS perspective.

kiljaeden destroyed nerzhul’s body and bound his tortured soul to ancient legendary armor, and then imprisoned that armor in the frozen throne and cast the throne beneath where icecrown citadel sits now. nerzhul expelled the runeblade, frostmourne, from the throne and arthas claimed it. this was the first step for nerzhul to control arthas. finally, arthas shattered the throne with the blade and put the rest of the armor on his body, allowing nerzhul to fully posses him…birth of the lich king

They did merge together to become one, but i doubt it’s the Souls merging, considering Arthas’s Soul was taken from him by Frostmourne (As it was intended to do).
I think Ner’zhul’s Soul/Spirit replaced it inside Arthas when they became one as the Lich King.
Arthas’s Body + Ner’zhul’s Soul = The Lich King.
