It’ just armor. The actual Lich King, Ner’Zul, was trapped in the helm he is wearing. When Arthas put it on, the Lich King “fused” with him, and now this is what you get. That’s why, in the close up at the end, when he smiles, you can see skin.

he was a blonde …
he was a blonde haired bag in blue and white pally armor…..he wuz human…tried to stop scourge…picked up frostmorne…killed daddy dearest…fought arthas….picked up the armor that contained the original lich king and BOOM…there he is now summoning frost wyrms and commanding an unlimited undead army
